Profile: Yu Zhengsheng: A reformer's style


Yu Zhengsheng, in the eyes of his colleagues, is a man who does not follow routines.

He would avoid prearranged inspections and then make sudden visits; He is not interested in listening to subordinates' lengthy work reports, but likes to go straight to questions.

Now, the trained missile engineer has made his way into China's top leadership.

Yu, 67, was elected last month member of the Standing Committee of the Political Bureau of the Communist Party of China's (CPC) Central Committee with Xi Jinping, also newly elected general secretary of the CPC Central Committee, Li Keqiang, Zhang Dejiang, Liu Yunshan, Wang Qishan and Zhang Gaoli.

They were elected at the first plenum of the 18th CPC Central Committee following the national congress of the ruling party.

Old Yu-style

An official in Shanghai remembered that once when Yu, the municipality's former Party chief, made an inspection visit to Huangpu District, he told his driver to go directly to a community behind the high-rises, without telling district officials.

It was a shanty community, where Yu saw plastic bags hanging from ceilings of every home to catch leaking water when it rained, the official said.

This sudden inspection resulted in the accelerated transformation of unlivable old residential communities of the metropolis.

The style of Old Yu, as Shanghai citizens addressed their Party chief, was welcomed by local people. And Qin Ling was one of them.

In February, the teacher complained to Yu via his microblog that his cancer-afflicted father was rejected by several hospitals.

To Qin's surprise, Old Yu, a regular Internet user, responded using the municipal government's official account on Sina Weibo, a popular Chinese microblogging site, and said he understood the son's plight.

"I cannot guarantee that all our problems can get prompt solutions, but we all feel your pain, and I'm sure our common understanding, including that of the comrades at the hospitals, will push things forward," Yu wrote.

Yu's response was retweeted nearly 10,000 times within two hours.

"I have never, never imagined he would give me a response and the problem could be solved," Qin said. His father was eventually accepted by a hospital.

Yu always took a laptop when on tour. He surfed the Internet every day to keep informed of daily news and learn what the online community were talking about.

"The Internet offers us a good platform to check and improve the government's work. It's also a very important tool to respond to public's concerns," Yu said.

For some Shanghai officials, however, Yu was a tough boss. In front of the inquisitive Party chief, they had to be well prepared to answer his questions about work. Any vague response would probably result in criticism from a cold-faced Old Yu.

When he served as minister of construction, Yu put quality of projects as the foremost task of the ministry.

"Buying an apartment may cost all the savings of a family. If we do not prioritize quality control as our top concern in work, or hesitate to stamp out quality risks, how can we be worthy of our roles?" Yu told his colleagues.

Reformer

A year after Yu arrived in Shanghai from Hubei Province, the economic hub of China began to feel the bite of the global financial crisis. The city also faced challenges in economic transformation, as required by the central government.

The economic growth in Shanghai saw a drop from previous double-digit increases during his five-year tenure in the city. Old Yu, however, asked local officials to remain calm and not to be envious of other regions.

"We must push forward economic transformation, but transformation is not as easy as strolling in a park or sunbathing on the seashore," he told local officials.

"We should throw away the concern of our personal gains and losses and have courage to endure temporary days without the spotlight. We must break through barriers one by one to facilitate transformation."

Despite the economic slowdown, the transformation strategy began to work as the city saw rising fiscal revenue, the tertiary industry's account in gross domestic product and other indices that are taken as symbols of economic quality.

Now Shanghai is making efforts to build an international financial center and an international shipping center, both part of the national development strategy.

The city also piloted reform of replacing turnover tax with value-added tax (VAT), seeking a breakthrough in a most significant finance and taxation reform in two decades. This reform was launched in a bid to lower the overall tax burden and boost certain sectors, such as service industries.

As the city's top official, another big test Yu received in Shanghai was the World Expo in 2010. The event that lasted six months attracted more than 73 million visitors from home and abroad, with record daily arrivals of 1.03 million.

Thanks to Yu's instruction of "check and improve our work every day," the Expo ended being an "astounding success," despite disorder during its trial operation. It won applause from Jean-Pierre Lafon, president of the International Exhibitions Bureau (BIE) at its closing ceremony.

When leaving Shanghai upon his election into the top leadership, Yu encouraged officials of the metropolis to always maintain "unwavering confidence, pioneering spirit" to build a better future of Shanghai.

Yu's reform campaign began in Yantai, where he initiated one of the country's first housing reform projects as mayor of the coastal city in Shandong Province in the 1980s.

He won the nickname of "mayor of brands" in Qingdao, another coastal city in Shandong. His strategy of brand image building made quite a few brand names in the city, including Haier and Hisense, two electronic home appliances manufactures well known at home and abroad.

His brainchild of building Qingdao into an international metropolis brought in an influx of foreign investment to the city, one of the 14 coastal frontiers that the central government decided to open to the world in 1984.

As the Party chief in Hubei Province, Yu greatly boosted the development of provincial capital Wuhan and its adjacent cities. He also extended the province's development focus to counties as a way of seeking new growth momentum.

Yu was born in 1945 in Yan'an, the cradle of the CPC, into a revolutionary's family. His parents became ministerial-level officials after New China was founded in 1949.

Yu still remembers his parents' teaching, "Seek personal integrity but never privilege."

He received higher education at the Harbin Military Engineering Institute in Heilongjiang Province. He worked at a radio factory in Zhangjiakou of Hebei Province as a technician for a few years after graduation. He was minister of construction before he was appointed Hubei Province's Party chief.

Yu's wife, Zhang Zhikai, has retired. They have a son.

  2012年两岸关系进入巩固深化期,中共十八大、台湾地区领导人选举、“九二共识”二十周年、两岸签署“两岸投资保护和促进协议”等大事件皆发生在今年。

  “在台湾政局与两岸关系发展的进程中,2012年是具有重要意义的一年。”全国台湾研究会执行副会长周志怀认为,今年的两岸关系亮点不少,“九二共识”写入中共十八大报告,台湾坚持“一个中国”、反对“台独”的政党在“大选”中胜选,台湾维新基金会董事长谢长廷参访大陆等都堪称亮点。

  11月,中共十八大顺利召开,对台方针政策保持连续性,为两岸关系和平发展奠定基础。周志怀认为,中共十八大首次把两岸关系和平发展的重要思想写入文件,这一理论创新是中共今后对台工作的指导思想。

  1月,台当局领导人马英九获得连任,这为两岸保持政策稳定性、连续性,为两岸关系和平发展进一步巩固深化赢得了难得的发展机遇。

  今年是“九二共识”达成20周年,两岸皆举办纪念活动,充分肯定“九二共识”的重大意义与历史和当前及对未来的作用。中台办、国台办主任王毅指出,“九二共识”对于两岸建立基本互信、开展对话协商、改善和发展两岸关系发挥了不可替代的作用。

  马英九则在台湾表示,“九二共识”是发展两岸关系的基础,也是确保两岸和平发展的关键。

  民进党人士相继以适当身份的“登陆”,毫无疑问是今年两岸的一大看点。两岸关系成为民进党必须妥善应对,再也难以回避的议题。周志怀认为,谢长廷的得以“登陆”,从另一个角度看,也是大陆对台政策更加灵活、务实、自信的体现。

  除了政治领域的大事,今年两岸全方位、宽领域、多层次大交流的局面同样继续拓展深化。经贸交流方面:8月两岸签署“投资保护和促进协议”、“海关合作协议”和“海峡两岸货币清算合作备忘录”,两岸经贸合作的制度化和机制化取得重要进展;两岸贸易在全球经济不景气下依旧保持较快增长;两岸企业之间的互动交流更加密切,两岸紫金山峰会成为两岸企业家交流的重要新平台。

  文化交流方面:形式多样,规模庞大的文化交流不断在两岸各地不断上演。加强文化交流机制化建设、互设文化交流机构、签订文化交流协议的呼声持续响起。

  人员往来方面:今年大陆居民赴台个人游开放城市再增10个,从9月起,北京、广州等6城市非户籍人口也可以申请赴台个人游。据预计全年两岸人员往来将突破800万人次,大陆民众赴台有望突破200万人次。

  教育交流方面,1800多名陆生、7000多名台生跨海峡求学;主题多样的研讨会、论坛纷纷在两岸举办;两岸教育界人士齐聚一堂,共同探讨现代教学管理、两岸合作办学等话题。

  简言之,今年的两岸关系是在巩固的基础上深化发展,稳步前进,并逐步进入“深水区”,中共十八大报告提出要“探讨在国家尚未统一的特殊情况下的政治关系”、“商谈建立两岸军事安全互信机制”、“协商达成两岸和平协议”。

  台湾当局则提出,现阶段处理两岸关系最重要的三件事,一是扩大及深化两岸交流,二是两岸两会互设办事机构,三是通盘检讨“两岸条例”(“台湾地区与大陆地区人民关系条例”)并加以修正。

“两岸回到政治议题,矛盾、分歧就会出现,有些问题很难回避”。海峡两岸关系协会副会长王在希认为,两岸关系发展的大趋势不会逆转,虽然在前进的道路上有分歧和不同的立场,但可以在交流中逐步化解,最终达成一致。(完)

糖尿病患者不宜多吃甜食,南瓜是甜的,偏偏卻對於防治糖尿大有幫助。

對於糖尿病的療效可真是數一數二。



近年日本和中國內地醫學研究證實:糖尿病患者長期吃南瓜或南瓜粉,病情減輕機會特別高,尤其是輕型及中型的患者大多在服內之後症狀改善,精神轉佳,減少口渴。



糖尿病一般由於人體內胰島素分泌不足, 至某種程度,導致葡萄糖的正常利用受到影響,使血糖上升,終於由尿中排出體外。



而胰島素這傢伙 則必須有鉻和鎳這兩種微量元素才可發揮作用,倘若人體內吸收的鉻和鎳不足,胰島素的活動即減少。



南瓜正好含有豐富的鉻和鎳,所以對於糖尿病患者是天賜良藥。而且,南瓜含有大量植物纖維,產生延緩小腸吸收糖份的效果,這樣患者不會在飽食之後血糖急劇上升,令胰島素更加重負

擔,反而可以逐步恢復正常功能。



此外,南瓜另含有蛋白質、胡蘿蔔素及多種維他命和胺基酸(胡盧巴鹼、腺嘌呤、精氨酸、瓜氨酸、天門冬素、多縮戍糖等)、多種礦物質(鉀、磷、鈣、鐵、鋅、硒 等),含碳水化合物卻很少,因此健康有益。



據中國醫學的說法,南瓜性味甘、溫,入脾、胃經;功能補中益氣,化痰排膿,消 炎殺蟲,止痛。若是脾胃濕熱、胸脘脹悶者,則不宜。



南瓜原產非洲及南美洲,後來傳入印度、中國;有多個不同品種,所以形狀顏色往往不同。美洲南瓜特別巨型,圓筒形,瓜皮有黃、白、紫、綠等色。印度南瓜皮較柔滑,白 色或奶白色,也很巨型,圓形或長圓形。中國南瓜扁圓形,先端下凹,皮外有稜,未成熟時呈綠色,成熟之後轉橙黃或金黃色,表面有一層赤褐色的霜。



近年來,全球各地掀起了南瓜熱,因為它有減肥 美容的功效,特別是日本各大城市出現了烹飪南瓜奉客的專門店,推出南瓜湯、南瓜沙律、南瓜雪糕等,中國各地流行南瓜粉,香港也買得到。



由於它有減肥及美容的效果,日本人近年掀起了南瓜狂熱,奉之為「蔬菜之王」。南瓜的藥用價值開始為各地醫學界認識,它的美味也受到大眾欣賞。



除了防治糖尿功能之外,原來南瓜整棵植物還有很多神奇的效用,例如:



防癌:南瓜能消除亞硝酸胺的突變作用,制止癌細胞出現。

Zhang Dejiang: 'Always bearing the people in mind'


From an "educated youth" in the poor countryside to Party secretary of economically booming provinces and then to the position of vice premier, Zhang Dejiang has made a steady advance into the top decision-making body of the Communist Party of China (CPC).

Zhang, 66, was elected a member of the Standing Committee of the Political Bureau of the 18th CPC Central Committee on Nov. 15.

He also serves as vice premier of the State Council, where he is in charge of industry, transport, social security and other important sectors. In addition, he is director of the State Council Work Safety Committee.

Before his elevation to the top leadership in November, Zhang recently reshaped the image of southwest China's metropolis of Chongqing, maintained its social stability and pushed its economic development as the municipality's Party secretary, a post he held between March and November this year.

"Governing for the people" has been the principle Zhang has abided by ever since he began his political career.

"No matter how high our cadres' posts are, we are still members of the general public. We must always bear the people in mind," he has said.

Sense of responsibility

To ensure the safety of overseas Chinese nationals after Libya's situation deteriorated drastically in mid-February 2011, the CPC Central Committee and the State Council launched the largest-ever evacuation undertaken by the People's Republic of China since it was founded. Within 12 days, a total of 35,860 Chinese citizens were safely brought back to the motherland by sea, land and air.

The commander-in-chief of this "national operation" was none other than Vice Premier Zhang Dejiang.

It was a massive undertaking to safely evacuate, under emergency circumstances, more than 30,000 people spreading widely across different areas of a country with an area of 1.76 million square kilometers. Entrusted with the task at the critical moment, Zhang called an emergency meeting to order the Foreign Ministry, the Commerce Ministry, the Transport Ministry, the State-Owned Assets Supervision and Administration Commission, and the Civil Aviation Administration of China to immediately launch the large-scale withdrawal. That enabled the world to witness China's lofty ideal of "diplomacy serving the people."

As vice premier in charge of industry, Zhang has repeatedly urged the adjustment and optimization of the industrial structure, improvement of product quality and enhancement of industrial competitiveness. He has also stressed that the deepening of reform of state-owned enterprises (SOEs) must center on the core task of ensuring the preservation and appreciation of state-owned assets.

China's SOEs have grown at a fast pace in recent years, with their number on the Fortune Global 500 list increasing from 20 in 2007 to 54 in 2011. Meanwhile, notable achievements have been made in the reform of SOEs. Take the corporate system reform for example: More than 90 percent of SOEs have so far completed reform in corporate governance and their share-holding system. The percentage of centrally administered enterprises that had completed these reforms by the end of 2011 was 72.3 percent, compared to 64.5 percent in 2007.

When major disasters occurred, Zhang, as director of the State Council Work Safety Committee, would set out for an accident site immediately to oversee rescue operations, no matter how far away the site was and no matter how tough the conditions were.

On March 28, 2010, the Wangjialing Coal Mine in north China's Shanxi Province flooded, but Zhang reached the mine that very night to supervise rescue work. In the end, 115 miners were pulled out of the shaft alive in a "miracle" rescue.

Again, after the fatal high-speed train crash in the eastern Chinese city of Wenzhou on July 23, 2011, Zhang arrived at the scene quickly and put saving people's lives as the top priority. When he saw the wreckage of train carriages piled in a pit, he gave a clear instruction that no one should bury the wreckage, and the accident site and the train carriages should be properly preserved in order to guarantee investigation and analysis of the cause of the accident.

A string of successful rescue operations has demonstrated Zhang's personal quality of responsibility and his talent for handling complicated issues.

As vice premier, Zhang has made many overseas visits. In July 2011, he led a delegation to visit the Democratic People's Republic of Korea (DPRK). He attended the commemorative activities of the 50th anniversary of the Treaty on Friendship, Cooperation and Mutual Assistance between China and the DPRK. He also visited his alma mater, Kim Il Sung University.

Experienced Party secretary

Zhang served as Party secretary for four provincial-level regions from 1995 until late this year. These regions included the provinces of Jilin, Zhejiang and Guangdong as well as Chongqing Municipality.

While he served as Party secretary of Guangdong, a booming economic province in south China, between 2002 and 2007, the province's GDP grew from 1.35 trillion yuan (about 214 billion U.S. dollars) to 3.1 trillion yuan. In addition, the quality of Guangdong's economic growth and its independent innovative capability further improved, and the province took the national lead in reform, opening up and economic development.

In Guangdong, Zhang put forth a creative plan to boost cooperation in the Pan-Pearl River Delta region, which strengthened economic links among nine provincial-level regions on the Chinese mainland and the special administrative regions of Hong Kong and Macao.

In June 2004, the Pan-Pearl River Delta Regional Cooperation and Development Forum was successfully held in Hong Kong, Macao and Guangzhou. With Zhang's push, the largest project of regional cooperation since the founding of the People's Republic of China was unveiled.

When Zhang served as Party secretary of Jilin, an agricultural province in northeast China, between 1995 and 1998, the province's grain yield increased each year and its food per capita, transfer volume, export volume and marketed ratio consistently ranked first place in the nation.

A few farmers once wrote to him to express their worries about grain prices. In response, Zhang braved snowy weather to visit farmers in a local county, pledging adherence to the protective pricing policy. He also assured them they would never face a scenario where grain output would rise but farmers' income would fall.

Zhang has attached great importance to the development of the private economy and has a deep understanding of its role in propelling a region's development.

"Numerous practices have proven that where there is a robust private economy, there is a developed economy and well-off people," he has said.

In Zhejiang and Guangdong provinces, the private sector accounted for more than 70 percent of the economies in both provinces during his tenure as Party secretary there.

"The private economy will grow vigorously as long as we offer it suitable soil and sunshine," he has said.

When the global economy experienced a slowdown, Zhang sharply perceived the crisis private businesses would face. While participating in a panel discussion of the Zhejiang delegation to the annual session of the National People's Congress in March this year, Zhang said, "Private capital is like water, and the real economy is like cropland. It is better to dig a well to bring benefits to both sides than just allow the water to flow beneath the cropland." He reminded Zhejiang's business people not to be beguiled by short-term profits but keep on operating physical businesses well.

Not long after he arrived in Chongqing as the city's Party secretary in March, he called a special meeting on boosting the private economy. He put forward the goal that the private economy should contribute 65 percent to the city's GDP by 2015. He also frequently solicited the opinions of representatives of private businesses from different sectors regarding how the government could serve them better, which won the applause of those invited.

'Educated youth'

Zhang was born in Tai'an County in northeast China's Liaoning Province in November 1946. In 1968, he was sent to Luozigou Commune in Wangqing County of neighboring Jilin Province to work as an "educated youth" -- a term referring to young intellectuals dispatched to the countryside from cities to learn from farmers during the Cultural Revolution (1966-1976). From 1972 to 1975, Zhang studied at Yanbian University and later served as deputy secretary of the General Party Branch of the university's Department of Korean Language. From 1978 to 1980, he studied at Kim Il Sung University in the DPRK.

The experience of working as an "educated youth" tempered Zhang's personality so that he learned to endure hardship and hard work, and it also gave him a deep understanding of grassroots people and their work. An old accountant who worked with Zhang at the time recalled that he was very hard-working and enjoyed high prestige among the "educated youths." Because of his excellent qualities, Zhang became the first among more than 100 "educated youths" in the commune to join the Party.

Zhang well understands the pain and hardship of the general public due to his many years of working in grassroots organizations, and he has a profound affection for the general public. When he served as vice minister of civil affairs, he often went to different areas in the country to oversee disaster relief and poverty alleviation work and do good deeds for the public. He has said civil affairs work is an important component of the social management system and doing a good job in this regard can help create a stable and unified social environment for reform and opening up.

When he worked at the State Council, he actively pushed for building a new-type rural pension system and a pension system for urban residents. As of now, the systems cover almost all parts of China.

While working in Guangdong, he once said that projects should be blocked if project managers failed to get required permits for land appropriation, or failed to make compensation agreements with farmers who would lose the land, or failed to put the compensation payments in the hands of the farmers. Zhang's order won wide praise among the public. Media reports said behind Zhang's tough instruction was the idea of governing for the people, the awareness of administration based on law and on an open and transparent administrative style.

Zhang also worked as chairman of the Standing Committee of the Jilin Provincial People's Congress, the local legislative body, and has always attached great importance to legislative work. He once said, "The socialist economy is an economy under the rule of law. Likewise, the socialist harmonious society must be a society under the rule of law."

When he served as Party secretary of Guangdong, Zhang said that Guangdong, as the pioneer of reform and opening up, must take the national lead not only in economic development but also in pushing for the building of a law-based province and a civilized, law-based social environment.

Zhang is married to Xin Shusen, a senior economist and a member of the National Committee of the Chinese People's Political Consultative Conference. They have a daughter.

“中国侨网”联合“中国新闻网”12月31日在北京评出“2012全球华侨华人十大新闻”,全景展现2012年海内外华侨华人的成就、荣耀与磨难。政治生活中频频发声,成为本年度华人世界的“强音”。

按事件发生时间排序,“2012全球华侨华人十大新闻”依次为:

一、第六届世界华侨华人社团联谊大会召开。2012年4月9日,中国国务院侨办、中国海外交流协会以“弘扬中华优秀文化•展示侨胞良好形象”为主题,本届大会吸引来自110个国家和地区有影响力和代表性的约570名华侨华人社团代表聚首共议海外侨社未来。中国国务院侨办主任李海峰在大会开幕式上呼吁海外侨胞消除“过客”心态,走出“唐人街”,积极融入当地主流社会,努力成为“好公民”、“好居民”。

二、美国国会为《排华法案》道歉。2012年6月18日,几代美国华人等了整整130年的一声歉意,终于到来。当日,美国众议院全票通过《排华法案》道歉案。加上2011年10月参议院业已全票通过,就此,美国正式以立法形式就1882年通过的《排华法案》向全体美国华人“表示深刻地歉意”。1882年美国国会通过的《排华法案》是美国历史上唯一禁止某个特定种族移民的联邦法律。

三、中国立法规定华侨回国办事可凭护照证明身份。2012年6月30日,第十一届全国人民代表大会常委会第二十七次会议通过《中华人民共和国出境入境管理法》,于2013年7月1日正式施行。出境入境管理法第十四条规定:“定居国外的中国公民在中国境内办理金融、教育、医疗、交通、电信、社会保险、财产登记等事务需要提供身份证明的,可以凭本人的护照证明其身份”。评论称,此举解决了居民身份证法和护照法在法律上的衔接问题。

四、中国成澳大利亚最大新移民来源国。2012年6月公布的澳大利亚最新人口统计,中国已超过英国,成为澳大利亚最大的新移民来源国。自从19世纪中叶随着淘金潮来到澳洲大陆,华人在实现个人梦想的同时,也为澳大利亚社会的繁荣发展贡献着力量。与此同时,多个世界主要移民国家最新统计数据表明,来自中国内地的移民比例均出现上升。2011年,中国对世界几个主要的移民国家永久性移民数量已超15万人。

五、“林来疯”带热华人体坛,“海外奥运军团”闪耀伦敦。从“板凳”球员到场上“救星”,华裔小子林书豪年初以奇迹般的表现,在美国NBA赛场完成了华丽蜕变。伴随“林来疯”席卷全球,华裔运动员在国际体坛的形象、生存状态等吸引了世人的目光。2012年8月,海外华人以“为23个国家体育代表团夺得奖牌”的骄人战绩,在伦敦奥运赛场上留下了浓墨重彩的一笔。

六、海外华侨华人齐发声,抱团“保钓”。2012年9月10日,日本政府宣布“购买”中国领土钓鱼岛及其附属岛屿,实施所谓“国有化”。此举不仅受到中国政府和人民的坚决反对和强烈抗议,也引发海外侨胞的极大愤慨,全球华侨华人掀起了一股“抱团”反日“保钓”的热潮。与此同时,海外侨胞积极向住在国民众介绍钓鱼岛及其附属岛屿是中国固有领土的事实,及中国对钓鱼岛主权的历史和法理依据,并呼吁全球华人理性示威。

七、西藏设侨务机构,中国大陆侨务机构实现全覆盖。西藏自治区外事侨务办公室、西藏自治区归国华侨联合会分别于2012年9月17日、26日在拉萨揭牌。西藏自治区是中国大陆最后一个成立侨务机构的省(区),西藏自治区外事侨务办公室的成立标志着中国在省(区)层面结束了西藏自治区没有专门侨务工作机构的历史局面,也为开展涉藏侨务工作奠定了坚实基础。

八、欧洲华商欧债危机下求生存谋突破。2012年10月16日,西班牙警方打击犯罪团伙殃及旅西华商。华商们在经受着经济危机的同时,媒体的负面报道也让生意雪上加霜。欧债危机爆发至今,持续恶化的经济环境严重挤压着海外华商生存的空间,部分华商通过改变经营方向、加强现代企业管理知识等方式,调整经营思路艰难前行,开始尝试进入华人鲜有涉及的行业开拓商机。

九、中国第一大侨乡启动华侨史编修。拥有3000多万海外华侨华人的中国第一大侨乡广东省2012年10月31日宣布启动华侨史编修工程,拟用5至6年时间,修撰一部总字数约200万字的《广东华侨史》。该书拟从世界历史的进程和国际移民的角度,理清广东华侨移民、发展的脉络,总结广东华侨发展规律,总结广东华侨对所在国历史发展的作用和影响,凸显广东华侨的岭南文化特色和精神。

十、美国众议院历史性出现三名华裔女议员。2012年11月6日举行的美国大选,历史性地诞生了3名华裔女众议员。她们分别是美东地区第一位亚裔及华裔国会众议员孟昭文;从政长达27年、加州历史上首位获连任的华裔国会众议员赵美心;有一半华裔血统的谭米•达科沃斯。在此次美国大选中,华裔候选人地位举足轻重,从联邦国会到地方城市,都看得到华裔参选人身影。媒体认为,这标志着华裔参政的程度在进一步加强。

不管你有没有糖尿病, 都要看!





除了糖尿病患者,大多数人可能不会关心身体的血糖水平。不过,现在研究人员知道,不管你有没有糖尿病, 饮食里的成分假若使血糖如云霄飞车般暴升暴降,就会伤害血管、提高胆固醇水平,使罹患心脏病的危险上升,甚至会影响记忆力,以及使某些癌症发生的机 率大增。这种新认知使我们对饮食及健康的理解幡然改观。幸好伤害不会一夕之间形成,只要及时稍稍改变饮食习惯,就可重拾健康人生,马上精力充沛。



甜的诱惑



有些人一感到急须提神,就会吃糖果、甜饼干、软绵绵的甜糕点,或者洒满 糖粉的甜甜圈。这些「快速作 用」的食物唾手可得(所以称为便利食品),而且随吃随 消化,马上进入到血液化为血糖在身体里到处乱窜,人也精神起来。问题是,这种振作不耐久,过后的感觉更糟,没到吃饭时间,早就饿了。不幸的是,可使血糖暴升暴降的食物俯拾皆是。怪不得大部分人经常觉得身体乏力、精神不振,无法如愿控制体重。虽然吃得太多、运动太少要负大部分责任,但忽高忽低的血糖,也会启动连串反应,使你最终免不了要上街买大一号的裤子。听起来不太妙吧?其实,精力不足、体重增加,还只是毛病的冰山一角而已。



血糖的影响



大部分人就算大吃大喝后血糖暴涨,身体在几小时内就可以恢复正常,不会有问题;只有糖尿病的病人不加治理,血糖水平才会一直居高不下。现在我们知道,健康的人饭后假如血糖长期偏高,就算没有出现糖尿病,也会伤害身体。「怎样才可以让血糖不再暴升暴降?」其实大可放心,因为降低血糖并不困难。



酸的奇效



要是有一种简单的成分,只要加进菜肴里,就可以把血糖压得高不起来,那该多好?事实上真的有这种东西,那就是醋酸。这种酸味成分是醋、泡菜和酵母面包的特殊风味来源,效果相当明显。在一项小规模研究里,受试者吃一顿高升糖指数的早餐,包括涂了奶油(牛油)的贝果(硬面包圈)和橙汁,一小时后血糖就狂飙。但如果他们加喝一大匙苹果醋,饭后血糖水平则低了50%。同样吃鸡肉饭加醋,血糖也会降低一半。科学家还不能确定秘密在哪儿,但知道醋会减慢酵素分解碳水化合物的速度, 使食物要更长时间



才能转化成血糖。另一项理论指出,醋酸使食物在胃里停留较久,不会消化得太快。而且,醋酸也许可以令血糖早些离开血液,储存在肌肉细胞里。醋酸的作用过程虽然还不清楚,但确实有效, 而且方法简单,例如把醋加进色拉或其它食物里,或者在三明治里放些泡菜。柠檬汁也有同样的功效,可以帮助控制血糖。



改善血糖7法



1.选择低GI升糖指数glycaemic index的碳水化合物,减少碳水化合物的分量:把快作用 (即高升糖指数)的碳水化合物,换 成慢作用的(即低升糖指数)碳水化合物,可以 保持稳定的低水平血糖。不过,无论吃哪一类碳水化合物,都要注意分量。



2.碳水化合物最好有三份是全谷类: 摄取碳水化合物,最好多选择全谷类,减少对 血糖水平的影响,可以预防心脏病及糖尿病。



3.每天吃两份水果、五份蔬菜:大部分水果和蔬菜的碳水化合物含量很少,而且富含维他命、矿 物质、纤维,及保护健康的成分。多吃水果,或者把蔬菜加进碳水化合物里一块吃,可降低饮食对血糖的影 响。



4.餐餐有蛋白质:蛋白质可 降低每餐的总升糖指数,吃了有饱足感,较容易减重。



5.选择好脂肪:「坏的」饱和脂肪(红肉)会使身体控制血糖的能力降低,而「好的」不饱和脂肪则有助身体控制血糖,并且降低每餐的总升糖指数GI。



6.控制食量:我们须注意食物摄取量;就算是低升糖指数的,也不要吃得过 量。减低热量的吸收,可帮助身体有效利用胰岛素,加上运动,依然是减肥的最佳方法。



7.酸味膳食:菜肴里加点酸味,简单易行,降血糖的效果却很惊人。



☆酸味美食:除了醋 ,其它食材也可做出酸味餐。



*芥末从醋做出来,可用来取代三明治里的美乃滋(即蛋黄酱),加在肉类或豆类之上。



*三明治里加泡菜;泡菜的酸味从醋得来。



*吃腌渍的番 茄、红萝卜、芹菜、花椰菜、白花椰菜、红甜椒、绿甜 椒、日式泡菜。



*腌汁不要倒 掉,可用来泡食材,加入少量橄榄油和切碎的新鲜香草,味道更好。



*吃德国泡菜,也就是腌包心菜,可选低碘泡菜。



*挤几滴柠檬汁在鱼和海产上,也可滴在绿叶蔬菜、鸡肉和米饭?,可使汤或焖菜更有风味。



*在鱼、火 鸡、酪梨、甜瓜和番薯上加莱姆汁。



*多吃略带酸 味的柑橘类水果,如新鲜葡萄柚。



*多吃酵母面包。面团在发酵过程会释出乳酸,一样可降低升糖指数。



*用葡萄酒烹调。酱汁、焖菜、汤和烤肉等加酒后,略带酸味,风味 更佳。



*经常浅酌葡萄酒和其它酒类:妇女每天一杯, 男士最多两杯,可以维持低胰岛素水平,降低罹患糖尿病的危险。

近日,Stuff新闻网回顾了2012年最令新西兰人感到失望的八大负面新闻。无论这些事件具体是由什么原因导致的,但其给人们留下的梦魇般回忆却挥之不去。

一、Novopay工资管理系统频繁出错

Novopay工资管理系统是教育部花费巨资聘请澳洲Talent 2公司开发的。在推行之初,曾经被寄予厚望,还被称为大洋洲最高级的工资管理系统。然而,在推行过程中,却造成8,500多教师薪资发放出现错漏:教师们有的被多付,有的被少付,有的甚至未被支付。直至圣诞新年节日来临时,很多教职员工都没能及时领到薪水。

二、教育部长Hekia Parata率犯众怒

不少人被我們奪去了生命,那是因為他們對我們一無所知,我們這些人惋惜。

我們這些淘氣的細胞在一起聊天時常說:如果我們的世界裡也有諾貝爾獎,我們一定授予那個將我們定名為“癌”的醫生,是他給我們起的這個殺氣騰騰的名字幫我們打敗了人類。

其實我們真正的名字是-淘氣細胞。

假如當初那位醫生這樣給我們定名,保准我們敗在人類手下。

我把我們家族的底兒交給人類,是違反紀律的。可我不忍目睹人類中的一些孩子因我們在他們體內的存在而離開人世間。

經過一段時間的猶豫,我終於決定豁出去把我們家族的秘密告訴人類:

人體裡有許許多多細胞,我們所從事的工作就是在一條寬闊的道路上進行接力賽跑。

從人誕生開始,我們細胞家族就一代接一代地往前跑。是我們的這種運動支撐著生命的存在。

當我們跑到終點時,這個人的生命就結束了。

在每個人體內的這個龐大的細胞家族中,並不是所有細胞都是那麼循規蹈矩的。

有的細胞天生淘氣-比如我。

我不願意沿著跑道跑,我覺得這樣太枯燥,我想去別處看看。

於是,當我發現大道旁邊有小路時,我就悄悄離開家族,溜到小路上去了。

這種從大道上溜到小路上去的現象,人類管它叫正常細胞的癌變。這是不是有點兒言過其實或者叫做危言聳聽?

現在我再告訴你,我們細胞家族和人體裡的所有部位一樣都聽大腦指揮。

大腦和我們之間的通訊系統比人類現在使用的最先進的通訊設備還要先進100倍。

什麼衛星通訊啦,什麼移動式電話啦,什麼國際直播長途啦,在我們看來都是原始社會的陳糠爛穀子。

不信你現在做個試驗,你只要稍微一想起你的右手,你的右手馬上就動起來了,不是嗎?

這說明你身體的任何一個部位都服從於你的大腦的指揮。

連那麼大的胳膊都毫無條件地聽命於你的大腦,何況我們這些微不足道的小小細胞了。

大腦給我們下的指令比皇帝給臣民下的聖旨更加神聖不可違背。

對於我們這些淘氣的“癌”細胞,其實當事人的大腦只要發出一道威嚴的聖旨-立即返回跑道,我們都會誠惶誠恐連滾帶爬地歸隊的。

遺憾的是,每當我們走上小路時,就會有醫生告訴當事人說他得了癌症。

當事人的大腦就亂了方寸,恐怖和絕望佔據了大腦的所有空間,大腦不但不命令我們歸隊,反而發出“我不行了”的指令,這導致更多細胞跟著我們離隊。

這時醫生又告訴當事人說,你的癌細胞擴散了!於是當事人的大腦更加驚慌失措,所有通訊系統失靈,所有細胞群龍無首,成群結隊地離開大道。

堅持在人體的主跑道上運動的細胞越來越少,大夥都去身體的各處旅遊,這個人的生命也就該結束了。
